What's all this hubbub I'm hearing about "shoe or not shoe"?

I don't see why there needs to be a discussion about whether something is a shoe. It either is or it isn't. Are there people really wandering around trying to figure out if what they're wearing on their feet is a shoe? Or is this some attempt by people to exclude clogs from other shoes?
