Born king in 309 CE, Shapur II spent seven decades at the helm of the Sasanian Empire, which, let's be clear, is a respectable tenure for anyone, let alone a monarch who was essentially handed the keys to the kingdom at birth. His reign was marked by near-constant warfare, primarily against the Roman Empire, which must have been exhausting for all involved.

Despite the endless skirmishes, Shapur II managed to bring the Sasanian Empire to a new golden age, proving that sometimes, being a toddler-king isn't such a bad deal if you have competent regents and a knack for military strategy. He was also rather fond of Christians, persecuting them relentlessly, which, while not particularly Jew-ish, certainly kept things lively in the empire.

His lasting legacy is one of a formidable ruler who stabilized and expanded Persia. While his Jewish score remains a resounding zero across the board, his ability to keep an empire running smoothly for 70 years, often while fighting off the Romans, earns him a respectable K for sheer administrative and military chutzpah.
